Until a few years ago, Vietnam was one of the world#39;s hottest emerging markets. Now it faces an urgent task: fix a beleaguered banking system or watch its economy continue to slip behind faster-growing neighbors. Piles of bad loans following the financial crisis have dragged down growth in Vietnam and left banks weakened and reluctant to lend. The government recently acknowledged that nonperforming loans-many made to inefficient state-owned companies-could be as high as 10% of the banking system, substantially higher than reported by individual banks. Fitch Ratings analysts think the number is as high as 15%. 15%。 A record number of firms are declaring bankruptcy, and in the sprawling urban areas encompassing Hanoi and Ho Chi Minh City, the landscape is littered with stalled construction projects as builders run out of cash or put on the brakes as demand for condominiums and office space dries up. Vietnam fought off rumors in recent days that it was seeking an International Monetary Fund bailout for its banking system. An IMF spokeswoman said no requests for aid had been made. State Bank of Vietnam Deputy Gov. Le Minh Hung said in a statement on the government#39;s website that the country had no intention of seeking a rescue. However, the IMF and others have been advising Vietnam on how to implement a domestically financed bailout that would restore its banks to health. In its latest economic review the fund said that #39;quick and comprehensive action#39; was needed to solidify weak banks and put the economy on more solid ground. Fears over Vietnam#39;s banks intensified in August when one of the country#39;s most prominent tycoons, Nguyen Duc Kien, was arrested for allegedly improperly lending money to real-estate projects. Efforts to reach Mr. Kien, who now runs a number of private investment funds and owns Hanoi#39;s main professional soccer club, have been unsuccessful. Stocks dropped in the days following the arrest, and the Ho Chi Minh Stock Index is down 18% since the beginning of May. 18%。 Vietnam shares fell 2.2% Monday, led by selling in property-related stocks after state media reports suggested real-estate developers are trying to cut prices to boost sales of apartments. Economists warn that Vietnam has entered a dangerous cycle where banks, saddled with bad debts, are unwilling to lend, making it harder for businesses to invest. That feeds into slower growth, which in turn makes it harder for companies to pay back loans, again harming the banks. The result is that Vietnam#39;s economy is likely to grow below its potential for years to come, unless stronger steps are taken to clean up the banks, economists say. #39;I don#39;t think there#39;s any quick fix to a problem like this, as you see in the West. It takes time to work through a solution#39; to a banking crisis, says Gareth Leather, an economist at Capital Economics. He figures Vietnam#39;s economy will grow at closer to a 5% rate in coming years than the 8% the country enjoyed through much of the previous decade. Although higher than growth rates in the West, 5% is considered slow for a developing Asian country like Vietnam and might not be fast enough to generate sufficient jobs to keep its growing population employed. The government this month revised its forecast for 2012 growth down to 5.2% from 6% previously. 5.2%。 Vietnam#39;s leaders have acknowledged that a fix is needed. Prime Minister Nguyen Tan Dung in March approved a three-year restructuring plan for the banking sector designed to strengthen the country#39;s largest banks and encourage a series of mergers among smaller lenders, but officials appear uncertain about how to put the blueprint into effect. Plans to launch a #39;bad bank#39; to buy up distressed assets have been discussed, but a foreign investor familiar with government discussions say implementing such a solution is being delayed by Hanoi#39;s lack of expertise in managing a modern banking system. If you#39;re dreaming of good fortune in lottery draw, forget about four leaf clovers--and look at your name. According to National Lottery records, you#39;re most likely to strike it lucky if you#39;re called John or Margaret. But don#39;t despair if you#39;re named David, Susan, Peter or Patricia - because you#39;re in with a good chance too. Among those who have scooped 50,000 euro or more, the most popular men#39;s names are John, David, Michael, Peter, Robert, James, Paul, William and Stephen. Stephen。And the luckiest women are named Margaret, Susan, Patricia, Mary, Christine, Elizabeth, Jean, Janet, Linda and Karen.女性者的名字是Margaret, Susan, Patricia, Mary, Christine, Elizabeth, Jean, Janet, Linda 和 Karen。A National Lottery spokesman said: ;If you aren#39;t lucky enough to be called John or Margaret, perhaps this is the time to form a syndicate with your fortunately-named friends, and why not invite David and Susan too?;一位官方发言人说: “如果你的名字不是John或者Margaret,你最好是和叫这些名字的朋友合买票,顺便也邀请一下David和Susan吧。” /201508/395004The commercial success of many high-profile Chinese entrepreneurs appears to have done little to encourage young Chinese college graduates to become their own boss. According to a recent report, only 1.6% of Chinese college graduates started businesses last year, essentially flat with the year before. Also, while young Americans often look to create the next Facebook, China#39;s budding business owners start out with lower skills and more modest ambitions. The ;2012 Graduate Employment Report,; released last week by the Chinese Academy of Social Sciences and MyCOS Research Institute, a Beijing-based education consultancy, shows that vocational-college graduates were more keen on starting businesses than those graduating from four-year colleges-with a ratio of 2.2% compared with 1% respectively. 1%。The report showed that a large share of young entrepreneurs are based in China#39;s less developed central and western areas, painting a picture of the typical Chinese entrepreneur as a restaurant owner or a pig farmer. The vast majority of graduates received their funding from their parents and relatives-80% of four-year graduates and 82% of vocational-college graduates-while most Western young entrepreneurs are funded by so-called angel investors and public sources, such as government or university-based funds. According to the study, arts and design majors were prominent among Chinese start-up entrepreneurs with four-year degrees, while among vocational-college graduates logistics-management studies was a common major, with many graduates setting up e-commerce or transportation and storage businesses. Even though business competitions in China sponsored by government and universities to boost young entrepreneurship draw a lot of entries, many participants are not actually competing for future business. According to a survey conducted by Xiamen University, 53% of participants in its university business competition claimed that they entered to gain more work experience and contacts to help them in their future job hunt. A number of academic surveys indicate that while Western graduates benefit from business-focused college courses where critical thinking is encouraged, Chinese students often put little value on creativity and refrain from taking risks, a trait researchers attribute to a Chinese education system traditionally based on rote learning. Lack of angel capital investors are also blamed for the comparatively small number of start-ups. ;It is difficult for young entrepreneurs to find investment,; said Li Kaifu, chief executive of Innovation Works, at a conference in April. To be sure, plenty of high-skill, high-tech businesses are started in China every day, especially in the coastal provinces and major cities. And funding opportunities are growing. ;The potential of domestic angel investment is huge and will be vital for China#39;s business ecosystem,; Mr. Li said in April. Xue Manzi, a prominent Chinese angel capital investor, said in a business competition this February that China#39;s entrepreneur environment is second only to that of the U.S. However, he said, innovation remains a problem. ;Capital is not the issue, but a good project. Some start-up programs by Chinese students are simply copycats,; he said.

Local activists are demanding that officials scrap plans to produce the chemical paraxylene, known as PX, as part of the refinery under construction nearby. Many are outraged that local officials won#39;t release the results of an environmental-impact assessment of the project, according to activists and local media. Photos posted to China#39;s Sina Weibo microblogging service showed what appeared to be hundreds of protesters marching through downtown city streets on Thursday. Some carried signs appealing directly to Yunnan#39;s provincial Communist Party chief, Qin Guangrong. The protests appeared to be peaceful. #39;We should try and protect our homeland,#39; said Guo Jun, a local Kunming university student who took part in Thursday#39;s demonstrations despite warnings from professors not to. The chemical is a critical building block in the production of textiles and plastics, and industry advocates say under normal conditions it can be produced safely and without threat to humans. But its production has repeatedly come under fire in recent years from local residents in multiple Chinese cities who fear it will damage their health as well as the environment. Following protests in 2007 in the eastern city of Xiamen, local officials pledged to move a planned PX plant away from the popular tourist town. Similarly, in 2011, officials promised to shut a plant in the northeast city of Dalian after more than 10,000 people took to the streets in protest of PX production there. State media reported in December that relocation work for the Dalian plant was still under way. Thursday#39;s protests in Kunming were smaller than many environmental protests elsewhere. Concerns over transparency and locating the planned refinery so close to the city underpin resistance in Kunming. Residents have demanded officials release results of a government-required environmental impact assessment. Others have called for third-party groups to be allowed to conduct an independent assessment of the planned refinery, which has aly been approved by China#39;s National Development and Reform Commission, the country#39;s top economic planning body. China National Petroleum Corp. is responsible for building the refinery, which will have a capacity of processing 200,000 barrels of crude each day. Government documents and earlier state-media reports indicated the facility would produce PX. The refinery is a significant piece of infrastructure as China looks to boost availability of gasoline and other refined oil products across the less developed southwestern portion of the country.
